The bulk of work in any mature field is not testing the framework — it's working out the details the framework already implies. Kuhn calls it 'mop-up work.' The framework is ASSUMED; only the puzzles are solved. Most 'productive work' is elaboration and confirmation, not questioning. You are not testing whether the system is right; you are extending how far it reaches.

[Use when]

Use when auditing a team or an org: most of what it does is mop-up — confirming and elaborating the existing playbook, not testing it. Use to name the two modes honestly: 'normal' (execute the framework) vs 'extraordinary' (question the framework) — and to see that most people, most of the time, are in normal mode and shouldn't pretend otherwise.

[Why it matters]

'Normal science' names the mode where the paradigm is not on trial — 'a highly cumulative enterprise... the steady extension of the scope and precision of scientific knowledge.' In normal mode no one asks 'is this paradigm true?'; they ask 'what does this paradigm imply here, and can I make it work?' The paradigm supplies both the problem and the standard for a valid solution.
