Adopting Cloud Computing in the Pakistan Navy

A 2015 blueprint for how a developing-navy partner of consequence plans to digitize its force — the framework is less about technology than about what a military values when it modernizes: sharing, economy, reliability, and stopping IT waste.

Although Pakistan's cloud computing industry was "still under development," the thesis lays out an adoption framework for the Pakistan Navy — analyzing cloud models against the NIST reference architecture, the DoD strategy, and the U.S. Navy's cloud roadmap — aimed at information sharing, economy of effort, IT reliability, and eliminating IT over-expenditures, with the stated goal of a "highly resilient, secure, reliable, quick, and integrated solution" to increase warfighter mission effectiveness and operational efficiency.

Why it matters

A 2015 blueprint for how a developing-navy partner of consequence plans to digitize its force — the framework is less about technology than about what a military values when it modernizes: sharing, economy, reliability, and stopping IT waste.

Use when: Modernization is strategy first, servers second — the thesis treats cloud adoption as a doctrine question (who shares what, to what end) before it's an IT procurement question.
