Cooperation among nations: understanding the counter nuclear smuggling network in Europe

The U.S.-centric counter-nuclear-smuggling network in Europe (CNS-E) is "highly decentralized and dense" — cooperation is abundant but not strong enough to ensure information actually gets shared. The fixes: strengthen existing relations instead of creating new ones, centralize capabilities and information in regional hubs, get SOCOM tied to law enforcement, and run threat assessments of European CBRN facilities.

[Use when]

Strengthen existing ties before adding new ones — in a network that must act fast, weak ties don't move information, no matter how many there are.

[Why it matters]

Social-network analysis applied to the people tasked with stopping loose nuclear material — the diagnosis (dense but weak ties) explains why "more cooperation" summits keep missing the mark.
