Insider Threat: Preventing Direct Action Attacks Within the United States Army

In almost every insider-threat attack on U.S. soldiers, the attacker displayed warning indicators beforehand — yet the Army's hardest problem is not spotting them but getting the people who see them to report them. The thesis studies Army doctrine and regulations to find what training teaches recognition, what options commanders have, and above all how to compel soldiers to report suspicious behavior.

[Use when]

The failure is rarely missing the warning sign — it is the unreported tip; security breaks at the handoff between the person who sees and the chain that acts.

[Why it matters]

The insider is the attack vector that bypasses every perimeter — the prevention lever is reporting culture, not more sensors.
