At the time, no viable in-policy solution existed anywhere in the Department of the Navy for eLearning on personal devices; the thesis supplied the baseline for secure mobile learning at scale.
The Navy can securely deliver eLearning content to service members' personal devices through either a server-based or a server-less BYOD method — both demonstrated with working proofs of concept — creating a low-risk environment that preserves government network security while professional military education keeps moving.
