"‘for a double wall enclosed them, and there were gates by which merchant ships could pass from the first port to the city without traversing the dockyards’" "It was built up to a height that allowed the admiral to observe what was going on out at sea, but anyone approaching by water did not have a clear view of the inside of the port."

[Why it matters]

Appian describes two harbours sharing one entrance closed with iron chains. Merchant ships used the rectangular port and passed into the city through gates. Warships sat in the circular port behind a double wall, 220 berths round an island, and the admiral's house on the island watched the sea while arriving ships saw nothing of the docks.
