A community starts measuring the cheap thing — verbal assent, membership, ritual — and quietly gives up on the expensive thing it claims to want. 'If only words which bear testimony were effecting salvation, the whole world would... be saved.' Whatever actually saves cannot be a statement, because statements are cheap and universal. If your criterion for 'saved' — or 'expert,' 'member,' 'ally' — can be satisfied by anyone who can talk, it isn't measuring what it claims.
