A mature framework is conservative BY DESIGN: it 'often suppresses fundamental novelties because they are necessarily subversive of its basic commitments.' The resistance isn't stupidity or bad faith — it's the framework doing its job. Novelty threatens the shared order that makes normal work possible, so normal work suppresses it. The people most invested in the current way are, structurally, the last to see the new thing that will replace it.

[Use when]

Use when an org, a guild, or your own habits resist a good new idea — before calling it 'politics' or 'ego,' ask whether the idea threatens the shared assumptions that make the current work function. Use to predict who will be last to accept a coming change: the people most fluent in the current framework.

[Why it matters]

Kuhn explains why fields resist the new: the paradigm's 'basic commitments' are what make puzzle-solving possible at all, and a fundamental novelty undermines exactly those commitments. So resistance to novelty is structural, not personal — which means a field can be healthy and simultaneously resistant to the very discovery that will eventually replace it.
