'Progress' is measured by the framework's own internal standard of good puzzle-solving, not by any external approach to truth. 'We may... have to relinquish the notion... that changes of paradigm carry scientists and those who learn from them closer and closer to the truth.' A framework can be getting objectively better at solving its own problems while drifting from the thing it claims to be about.

[Use when]

Use when 'we're making progress' is used to mean 'we're getting closer to being right' — ask: progress by whose yardstick, toward what? Use to evaluate a company, a career, or a belief system: it can be getting better at its own game while drifting from the thing it was originally about.

[Why it matters]

Kuhn's most consequential and most misread claim: the progress of science is real, but it is progress in the paradigm's own terms — better puzzle-solving — not convergence on a final truth. This separates 'the field is improving' (true, by its own standards) from 'the field is approaching reality' (not something the framework can guarantee).
