Nothing outgrows its origin. 'Evil cannot produce good fruit. For the place from which each of them is produces that which is like itself.' If the fruit keeps coming out rotten, stop asking for better fruit and look at the root. A soul, an institution, a system, an idea — each generates only what matches the stuff it's made of.

[Use when]

Use when a repeatedly-failing institution promises reform. Use when deciding whether to invest in something whose track record is uniformly bad. Use when distinguishing a genuinely good source from a flashy imitation of one.

[Why it matters]

Most reform projects fail because they treat bad outcomes as bugs in an otherwise good machine — tweak the incentives, swap the leader, add a policy — rather than as the inevitable output of the machine's nature. Accept that 'that which is always becoming is in that from which it is,' and the real question about any failure becomes genealogical: what is this thing made of, and could it ever have produced anything else?
